Extends the motorcycle safety fund deposit requirement from June 30, 2016 to June 30, 2021, requiring the director of the department of transportation to deposit $1 of each motorcycle registration fee into the fund.

Allows up to 10 percent of monies in the motorcycle safety fund to be used for administrative costs, with remaining funds supporting voluntary motorcycle education, awareness, and training programs.

Removes the requirement for the director of the governor's office of highway safety to consult with the Arizona motorcycle safety advisory council before spending fund monies.

Eliminates the Arizona motorcycle safety advisory council effective June 30, 2016, which previously consisted of five governor-appointed members serving three-year terms.

Clarifies that fund monies may be used to cover the cost of materials for motorcycle safety, education, and awareness programs.
