Amends section 28-6533 of Arizona Revised Statutes regarding the Arizona Highway User Revenue Fund (HURF).

Specifies that HURF revenues shall only be spent for "construction or maintenance of transportation infrastructure" as prescribed in the Arizona Constitution, removing language that previously said "purposes."

Prohibits counties and incorporated cities and towns from using HURF monies for enforcement of traffic laws or administration of traffic safety programs.

Requires the state treasurer to withhold revenues from jurisdictions that fail to use HURF monies for prescribed purposes until they demonstrate they have spent equivalent amounts from other general revenue sources for proper HURF uses.

Requires counties receiving motor vehicle fuel and use fuel tax monies to publish annual financial reports by December 31 showing budgeted and actual expenditures for the prior fiscal year.
