Amends sections 26-306.01 and 26-306.02 of Arizona Revised Statutes to establish the nuclear emergency management fund for off-site emergency response planning at commercial nuclear generating stations.

Appropriates $2,503,140 for fiscal year 2017-2018 and $2,526,277 for fiscal year 2018-2019 from the nuclear emergency management fund to state agencies and Maricopa County and Town of Buckeye departments responsible for nuclear emergency response.

Allocates funds to the Division of Emergency Management (DEMA), Arizona Department of Agriculture, and the Radiation Regulatory Agency with specified full-time equivalent positions.

Levies an assessment against consortiums of public service corporations and municipal corporations operating commercial nuclear generating stations equal to the appropriated amounts plus 10 percent annual interest.

Exempts monies in the fund from lapsing appropriations provisions, with unused funds reverting to reduce future assessments and appropriations.
