Maintains existing lottery fund allocations to the Arizona Game and Fish Commission heritage fund ($10 million), various health programs totaling $17 million, and other designated funds before directing remaining monies to the general fund.

Requires the Department of Economic Security to submit annual reports to the Governor, Speaker of the House, President of the Senate, and Secretary of State detailing grant amounts, recipients, purposes, and results by December 31 each year.
