AZ SB1100

Establishes the gang and immigration intelligence team enforcement mission border security and law enforcement subaccount, administered by the department of public safety with monies from section 12-116.04 and legislative appropriations.

Allows subaccount monies to be used for law enforcement purposes related to border security, border personnel, and specialized safety equipment worn or used by peace officers employed by county sheriffs.

Requires that specialized safety equipment purchases using subaccount monies cannot supplant local funding for safety equipment, and receiving entities must provide the department with equipment descriptions and affirmations of non-supplantation before funds are used.

Mandates that all appropriated monies in the subaccount be distributed each fiscal year to local entities with no retention by the department, and limits entities to one application per fiscal year.

Requires the department to submit expenditure plans to the joint legislative budget committee before spending unbudgeted monies and provide quarterly expenditure summaries and progress reports within 30 days of each calendar quarter's end.
