Establishes a new adjustment mechanism (section 15-948) allowing school districts to increase revenue control limits and district support levels mid-year if student enrollment grows beyond initial projections after the first 100-200 days of the school year.

Permits school districts to request additional state aid funding after the first 40 days of the school year to cover anticipated growth in students through the 100-200 day mark, as specified in section 15-973.

Allows common school districts offering grade 9 instruction to use growth-based adjustments for revenue control limits, except they cannot use the prior-year funding adjustment mechanism during their first year of offering grade 9.

Appropriates $31,000,000 from the state general fund in fiscal year 2017-2018 to the Department of Education for distribution to school districts and charter schools on a per-pupil basis to cover costs associated with prior-year funding.

Modifies student count calculations for joint technical education districts, committed youth education systems, and correctional education programs to accommodate the new growth-based funding adjustments.
