Removes requirement for non-residential contractors to submit detailed financial statements, while maintaining the requirement specifically for swimming pool contractors.

Protects licensees' and license applicants' personal identifying information including residential addresses, telephone numbers, email addresses, and social security numbers from public disclosure unless disclosure serves the interests of justice and is in the public interest.

Modifies swimming pool and spa construction contract payment provisions to allow down payments up to 15% of original contract price (previously $1,000 maximum) and reduces subsequent milestone payments from 30% to 25% each.

Requires swimming pool and spa construction contracts to include notice of purchaser rights and procedures for claim resolution, with provisions approved by the registrar in at least 10-point type.

Repeals section 32-1171 (Arizona Revised Statutes), eliminating an obsolete contractor licensing provision.
