Amends Arizona Revised Statutes section 16-709 to modify the process for transmitting ratification certificates of proposed U.S. Constitutional amendments.

Removes the requirement that the Arizona Secretary of State transmit ratification certificates to the U.S. Secretary of State and instead requires transmission for publication pursuant to 1 United States Code section 106b.

Maintains the existing requirement that a constitutional convention must approve amendments by a majority vote of all delegates before a certificate of ratification is executed by the convention's president and secretary.

Specifies that the Arizona Secretary of State must transmit the ratification certificate under official signature and the state's great seal.
