Prohibits state and local governments (cities, towns, counties) from requiring private sales, gifts, donations, or other transfers of personal property to include searches of federal or state databases as a condition of the transaction.

Bans mandatory third-party involvement in personal property transfers.

Applies to all private transfers of personal property regardless of the type of transfer method used.

Became effective upon Governor's approval on May 1, 2017.
