Prohibits state agencies, offices, departments, boards, and commissions from contracting with external persons or entities for lobbying services.

Prohibits state agencies from spending monies on lobbyists unless the lobbyist is a state employee.

Exempts agencies headed by elected officials and agencies exempt from Arizona Revised Statutes Title 41, Chapter 23 regarding professional lobbyist contracts from these restrictions.

Exempts state employees who are directly employed for lobbying duties or have lobbying as part of their job description from the prohibition.

Defines "state employee" according to the same meaning prescribed in section 41-1231 of Arizona law.
