Amends Arizona Revised Statutes section 9-101.01 to modify rules governing incorporation of cities and towns in urbanized areas.

Allows incorporation of proposed areas with 15,000+ population if located in counties where 60-65% of population lives in incorporated cities/towns, through December 31, 2020, without requiring approval from the existing city or town causing the urbanized area.

Creates a new exception allowing incorporation of proposed areas with 15,000+ population when that population exceeds the population of the opposing city or town causing the urbanized area, without requiring the city or town's approval.

Maintains existing rules that incorporation in urbanized areas requires either a resolution of approval from the existing city/town or an affidavit showing a rejected annexation petition presented 120+ days prior.

Updates language throughout the statute to correct grammar and terminology while preserving the substantive requirements for urbanized area incorporation.
