Defines unclaimed patronage capital credits or fee payments as those remaining unclaimed for a period specified in the cooperative's bylaws, or two years if bylaws do not specify a timeframe.

Authorizes cooperatives to use unclaimed capital credits and fees for financial assistance to students, schools or community organizations, or utility bill assistance to low-income members.

Exempts unclaimed capital credits and fees from Arizona's unclaimed property laws (Title 44, Chapter 3).

Defines "patronage capital" as amounts received by cooperatives from member sales of electric power, energy distribution services, or other services that exceed the cooperative's costs, as determined by the board of directors.

Applies retroactively to December 31, 2000.
