Creates a new hairstylist license category under Arizona cosmetology law, separate from general cosmetologist licenses, requiring 1,000 hours of training at a licensed school.

Establishes qualifications for hairstylist licensure including applicant age requirements (16 with high school equivalent or 18 without), completion of hairstylist training, payment of fees, and passing an examination.

Allows cosmetologists and barbers to transition to hairstylist licenses through alternative pathways, and permits reciprocity for hairstylists licensed in other states or countries.

Updates definitions throughout Arizona Revised Statutes to recognize "hairstyling" and "hairstylist" as distinct practices involving cutting, styling, and treating hair, separate from other cosmetology services.

Effective December 31, 2017, amending multiple sections of Chapter 5 (cosmetology licensing) to incorporate the new hairstylist license category into instructor requirements, salon operations, disciplinary provisions, and unlawful acts.
