Establishes the Arizona Amateur Radio Education and Community Involvement Fund to receive annual donations from amateur radio operator special plate fees ($17 of the $25 fee).

Authorizes the director to allocate fund monies annually to a nonprofit organization comprised of amateur radio clubs that awards scholarships to licensed amateurs in higher education and grants to clubs benefiting the amateur radio community.

Limits administrative costs to no more than 10 percent of annual fund deposits, with remaining monies continuously appropriated for scholarships and grants.

Designates $8 of the $25 special plate fee as a special plate administration fee to be deposited in the state highway fund.

Amends sections 28-6501, 28-6991, and 28-6993 to exclude the amateur radio special plate administration fees and donations from highway user revenues and specify their deposit in appropriate state funds.
