Authorizes the Department of Transportation to issue "Active Duty Military Installation Support" special license plates under the same $32,000 implementation fee structure, with a dedicated fund distributing donations to qualifying nonprofit organizations supporting active duty military installations in Arizona.

Requires special plate administration fees ($8 per plate) to be deposited in the state highway fund, while donations ($17 per plate) go to the respective special plate funds.

Amends sections 28-2351, 28-2403, 28-6501, 28-6991, and 28-6993 to add the new special plate types to the statutory framework and clarify fund allocations.
