Requires persons 18 years or older convicted of animal cruelty offenses (including cruelty to animals, animal fighting, cockfighting, and equine tripping) to register with the Arizona Secretary of State's office within five calendar days of conviction.

First-time offenders must register for two years; second or subsequent offenders must register for five years.

Establishes a central animal abuser registry maintained by the Secretary of State's office beginning January 1, 2018, searchable by name and location on the website and available through written, telephone, and in-person requests.

Authorizes persons and organizations that sell, give, adopt, or exchange three or more animals per year to check the registry before providing animals to individuals; prohibits providing animals to persons listed in the registry.

Court clerks must notify the Secretary of State within five calendar days of conviction; registry information is removed only if the conviction is set aside.
