Amends section 13-1003 to add conspiracy to commit riot (section 13-2903) to the list of offenses where an overt act is not required for conspiracy charges.

Amends section 13-2301 to add "riot" as a form of racketeering activity under the definition of racketeering in subsection D, paragraph 4.

Amends section 13-2903 to reclassify riot from its previous classification to a class 5 felony and expands the definition to include acts that either disturb public peace or result in damage to another person's property.
