Amends Arizona Revised Statutes Section 28-448 regarding notice requirements for address or name changes on driver licenses, nonoperating identification licenses, vehicle registrations, and vehicle titles.

Requires persons to notify the Department of Motor Vehicles within 10 days of a name or address change, including relevant vehicle identification numbers or license information.

Allows address change notifications by telephone, in writing, in person, or by approved electronic means, while name change notifications must be made in person or in writing.

Permits the Department to proactively update addresses in vehicle registration or driver license records based on traffic citations or records from other consenting government agencies indicating an address change.

Classifies violations of the notification requirements as civil traffic violations.
