SB 1150 Summary

• Establishes "ignition interlock service providers" as the primary entities authorized to install, service, and monitor certified ignition interlock devices, replacing the previous "installer" terminology and structure.

• Requires ignition interlock service providers to maintain at least one service center per county, electronically transmit device data to the department in real time, and comply with detailed contract requirements including liability insurance and background checks for technicians.

• Creates an ignition interlock device fund financed by fees collected from service providers, to be used for department administration, compliance measures, audits, and complaint investigations.

• Raises the bond requirement for service providers from $25,000 to $200,000 and increases insurance requirements to $1 million per event and $3 million aggregate for manufacturers.

• Allows towing companies and storage facilities to provide access to vehicles with ignition interlock devices for removal or servicing without charging fees, with legal protections for those granting such access.

• Effective June 30, 2018.
