• Requires the Department of Corrections to hold a public hearing in the county or municipality where a proposed correctional facility would be located, with notice published in local newspapers at least ten days before the hearing.

• Allows any person receiving notice to contest the establishment of a correctional facility or significant change of use by filing a written objection within thirty days after the public hearing and request an administrative hearing.

• Defines "correctional facility" broadly to include adult prisons, juvenile facilities, community correctional centers, private prisons, and secure care facilities, and defines "significant change of use" as reducing security levels or transferring adult offenders to facilities previously housing youth.

• Applies the same comprehensive notice and hearing requirements to private incarceration facilities and modifies existing community correctional center statutes to reference the new notice requirements.
