Amends section 15-901 of Arizona Revised Statutes to clarify how average daily membership is calculated for full-time and part-time high school students.

Specifies that hours scheduled during the regular school day must be included in the calculation of average daily membership for high school students.

Defines "regular school day" to include core subjects, elective subjects, lunch, study halls, music instruction, and other academically advancing classes, but excludes athletic practices and extracurricular clubs.

Applies to any new or not yet completed audits of a local education agency and to each year being audited by the department of education.

Clarifies that the act shall not be used by a local education agency as the basis for a budget correction.
