Amends Arizona Revised Statutes Section 13-4503 regarding competency examinations and hearings in criminal cases.

Requires parties to provide all available medical and criminal history records to the court within three working days after a competency motion is filed.

Authorizes the presiding judge of the superior court in each county to allow a justice court or municipal court to exercise jurisdiction over competency hearings in misdemeanor cases arising from those lower courts, with agreement of the relevant judges.

Permits a justice court or municipal court judge to refer a competency hearing to another justice court or municipal court in the same county with approval of the presiding superior court judge and the receiving court judge.
