Adds section 15-483 to allow school districts with previous desegregation court orders or administrative agreements to request a special override election for desegregation expenses beginning in fiscal year 2019-2020.

The maximum budget increase from the desegregation override cannot exceed the limit prescribed by section 15-910, subsection K, paragraph 7 for each fiscal year and is in addition to other overrides.

School districts must include specific information in the election ballot, including the year of the original court order or administrative agreement and a summary of the district's civil rights remediation plan.

The maximum period for a desegregation override is seven years, with reduced funding amounts in the second-to-last year (two-thirds of initial increase) and final year (one-third of initial increase).

Amends section 15-910 to impose limits on desegregation expense budgeting after fiscal year 2019-2020, requiring school districts to either obtain voter approval through an override election or reduce budgeted amounts by at least 15 percent annually over five years.
