Establishes the Arizona Concrete Masonry Education Council as a nonprofit corporation governed by a seven-member board consisting of three concrete masonry manufacturers, three registered masonry contractors, and one representative from the sand and gravel industry or cement manufacturers.

Board members are appointed by the President of the Senate, Speaker of the House, and Governor according to specified categories, with initial terms staggered at one, two, and three years, and subsequent members serving three-year terms.

Council shall plan and implement educational programs to train individuals in concrete masonry, support industry research, inform the public about economic benefits of concrete masonry products, and submit annual reports to state leadership on revenues, participation rates, and job placements.

Council operates under a written contract with the Arizona Commerce Authority and may collect a self-imposed voluntary assessment of not more than two cents per concrete masonry unit produced and sold in the state.

Council is prohibited from participating in political campaigns or ballot initiatives and is restricted to activities permitted under Internal Revenue Code section 501(c)(3), with net receipts required to be used only for council purposes rather than distributed to individuals.
