Extends the repeal date of the settlement provisions from December 31, 2019 to December 31, 2021.

Changes the start date for eligible withholdings from September 1, 1993 to July 1, 1977, expanding the period during which Native American veterans can claim tax settlement payments.

Extends annual reporting requirements to the legislature from 2017-2019 through 2017-2021 for tracking expenditures and estimates related to the settlement fund.
