Amends section 49-104 to change language regarding excreta storage and handling rules from "shall" to "may" establish standards, and modifies provisions related to vehicle licensing fees for transporting human excreta.

Amends section 49-333 to eliminate the separate dry well driller's license requirement and instead require dry well construction and modifications to be performed under supervision of a person holding an appropriate contractor's license under title 32, chapter 10.

Amends section 49-833 to remove the requirement that the department establish or adopt an official recycling emblem by rule and eliminates the consumer awareness program and prohibitions on unauthorized use of the emblem.

Amends section 49-905 to eliminate provisions requiring hazardous waste transportation to approach disposal facilities from the east or west on established public roads and highways; renumbers remaining regulatory provisions.

Repeals section 49-968, Arizona Revised Statutes.
