Amends Arizona procurement law for professional and construction services to allow simultaneous negotiations with multiple qualified firms when contracts are fully funded with state monies (not federal funds).

For contracts using federal funds, maintains sequential negotiation process starting with the highest-ranked qualified firm, only moving to the next firm if negotiations fail.

Clarifies that selection committees cannot consider fees, price, or man-hours during the evaluation and selection process for both federal and state-funded contracts.

Applies changes to three procurement methods: single contracts under A.R.S. § 41-2578, multiple contracts under A.R.S. § 41-2579, and smaller professional services contracts under A.R.S. § 41-2581.

Maintains existing requirements for selection criteria, final lists, interviews, and protest procedures while enabling more flexible negotiation strategies for state-funded procurements.
