SB 1189 Summary

• Requires the Governor's Office of Strategic Planning and Budgeting and Joint Legislative Budget Committee to jointly calculate and transmit a "truth-in-spending estimate" to legislative leaders by February 20 each year, beginning in 2018.

• Calculates the estimate by taking current fiscal year general fund appropriations and multiplying by one plus the sum of: estimated population change percentage and GDP implicit price deflator percentage change.

• Mandates that if estimated appropriations are less than prior year, the estimate shall be the greater of current year appropriations multiplied by 1.06 or the calculated amount under the standard formula.

• Requires each house of the legislature to post a notice on its website within 24 hours after voting on any appropriations bill that exceeds the truth-in-spending estimate, detailing the percentage increase and remaining posted for at least six months.

• Specifies that notices must be removed if the Governor vetoes the bill or line-item vetoes appropriations that bring total spending below the estimate, unless the vetoed appropriations otherwise become law.
