Requires notice by U.S. mail or email at least ten days before meetings for legislative district committees, county committees, and state committees.

Clarifies that legislative district committees shall elect state committeemen as prescribed by section 16-825, and that county committees shall elect state committeemen only if there is no legislative district committee in that county.

Changes terminology from hyphenated forms (e.g., "vice-chairman") to non-hyphenated versions (e.g., "vice chairman") throughout party organization provisions.

Updates language throughout the statute for grammatical consistency, replacing terms like "such" with "that" and "prior to" with "before."
