Amends Arizona Revised Statutes Section 8-514.05 to clarify access to child health information and medical consent authority for children in out-of-home placement.

Requires health plans, licensed health care providers, and health care institutions to provide medical records, behavioral health records, treatment information, and medication details to foster parents, group home staff, and caregivers of placed children.

Requires health plans and providers to provide the same health information to Department of Child Safety (DCS) employees involved in case management for children in the department's custody.

Grants DCS authority to consent to emergency medical treatment, routine medical and dental care, surgery, blood transfusions, general anesthesia, and HIV testing when the department has temporary or legal custody of a child.

Prohibits DCS from consenting to abortions and requires consultation with biological parents when making health care decisions; authorizes foster parents to consent only to emergency and routine medical treatment, with restrictions preventing them from consenting to surgery, anesthesia, blood transfusions, or HIV testing.
