Transfers various administrative and regulatory functions related to fire safety, fireworks, reduced cigarette ignition propensity standards, and fire protection systems from multiple agencies to the new centralized department structure.

Makes conforming changes throughout Arizona Revised Statutes to update terminology from "state fire marshal" to "office of the state fire marshal" and "assistant director" to reflect the new organizational hierarchy.
