Adds new subsection E allowing persons employed by the department or a county who complete advanced certification to receive additional compensation.

Renumbers former subsection E to subsection F, which requires the department to prepare and submit reports on education, training, and certification activities upon request from specified entities.

Maintains existing requirements that assessors and appraisers hold valid certificates issued by the department, with exceptions for elected officials and clerical/secretarial personnel.

Preserves department authority to conduct examinations, training programs, and administer a graduated certification program with four levels: provisional, basic, intermediate, and advanced certification.
