Amends section 45-111 of the Arizona Revised Statutes regarding the Department of Water Resources' annual report requirements.

Requires the director to submit the annual report to the governor and legislature on or before July 1 each year, including department operations, suggested legislative changes, and other recommendations.

Expands report distribution requirements to include the chairman of the Senate Natural Resources, Energy and Water Committee and the chairman of the House Energy, Environment and Natural Resources Committee.

Requires the director to provide a copy of the report to the Secretary of State.

Mandates that the report be published and made available to the public.
