Amends section 28-334 to authorize the Department of Transportation to assume responsibility for environmental review and federal compliance under the National Environmental Policy Act and federal surface transportation project delivery programs, with limited waiver of sovereign immunity.

Amends section 28-3001 to modify the definition of "suspension" of driver licenses by removing language requiring reinstatement application.

Amends section 28-6540 and repeals sections 28-6543 and 28-6544 to remove restrictions on distribution of Arizona highway user revenue fund revenues to counties, cities and towns.

Amends section 28-9203 to remove the requirement that light rail transit system operators pay the Department of Transportation's administrative costs for regulating light rail transit systems.

Amends section 41-2501 to broaden the procurement exemption for the Department of Transportation and State Transportation Board to cover all highway infrastructure construction, engineering services, and right-of-way services, and removes an earlier version of this provision.
