Amends Arizona Revised Statutes section 23-722.04 to clarify unemployment insurance information disclosure procedures among state agencies and entities.

Adds the Industrial Commission of Arizona, Department of Insurance, and Attorney General to the list of entities authorized to receive unemployment insurance information for investigating and prosecuting workers' compensation fraud.

Requires all disclosure requests to be made pursuant to written data sharing agreements with guidelines established by the workforce data task force and Federal regulations, with requesting entities demonstrating confidentiality safeguards.

Prohibits use of federal unemployment insurance grant monies for processing disclosure requests; establishes a cost rate structure to be determined by the Department of Economic Security and office of economic opportunity in consultation with the workforce data task force.

Classifies unauthorized disclosure of confidential unemployment insurance information as a class 3 misdemeanor and requires entities to immediately report any unauthorized disclosures or security breaches.
