Permits telecommunications corporations and cable operators to install, operate, and maintain microcell equipment in public highways, with political subdivisions required to issue permits on a competitively neutral and nondiscriminatory basis.

Prohibits political subdivisions from charging recurring fees for aerial strand-mounted microcell equipment if they levy rent or fees on the same person for use of public highways to provide services.

Limits microcell equipment at each site to no more than two strand-mounted antennas and radio pairs used for commercial mobile radio service, plus related supporting devices like power supplies and housings.
