Amends Arizona Revised Statutes section 41-1830.51 to expand the definition of "asset" in towing firm regulations to include vehicles, equipment, stock, limited liability company memberships, partnership interests, and beneficial interests in trusts.

Prohibits owners with common ownership interests or shared use of assets in multiple towing firms from participating in separate contractual agreement applications within the same geographic towing area.

Requires the department or local government to review complaints with supporting documentation alleging violations of ownership restrictions and determine compliance for each towing firm.

Allows a towing firm acquiring another firm with existing contracts to maintain both contracts for one year after acquisition or until the original contract ends, whichever is shorter.

Establishes that towing companies sharing employees or staff must be considered as one company for purposes of rotation lists in contracted geographic towing areas.
