Amends Arizona Revised Statutes Section 40-250 to require state regulation of telecommunications providers to be competitively neutral among all competing providers in Arizona.

Allows maximum rates, terms of service, or standards of service for retail telecommunications services classified as competitive to be established or changed with 40 calendar days' notice to affected customers and the commission.

Permits competitive telecommunications services to take effect within 40 days of notice unless the commission suspends the effective date for up to 30 additional days.

Eliminates the requirement that just and reasonable rates for competitive retail telecommunications services be based on traditional rate of return evaluation used for noncompetitive services.

Requires the commission to hold a hearing before denying or modifying any filing and must find that such action does not unduly burden or disadvantage the provider compared to other competing telecommunications providers regardless of technology or regulatory classification.
