Transfers regulation of manufactured homes, mobile homes, and factory-built buildings from the "office of manufactured housing" to the Arizona Department of Housing, consolidating oversight under the department director.

Replaces references to "insignia of approval" with "certificate" terminology throughout the statutes governing manufactured housing standards and compliance.

Establishes the Board of Manufactured Housing as an advisory body to the Arizona Department of Housing with nine members representing manufacturers, installers, park owners, financial institutions, dealers, brokers, and consumers.

Maintains existing licensing requirements, bonding standards, and consumer protection mechanisms (including escrow accounts and consumer recovery funds) for dealers, brokers, installers, and manufacturers of manufactured and mobile homes.

Repeals sections 41-4021, 41-4024, and 41-4049 and makes conforming changes to statutes governing mobile home parks (title 33) and property tax treatment of affixed mobile homes (title 42).
