Requires automatic voter registration for persons applying for driver licenses or renewals starting January 1, 2018, unless the applicant affirmatively opts out of the registration process.

Mandates the Department of Transportation maintain a secure, searchable, auditable database of documents proving U.S. citizenship and establish security protocols for driver license and voter registration information.

Directs the Secretary of State to establish a security, privacy and technology policy for the statewide voter registration database that restricts access levels, prohibits disclosure of sensitive information, and regulates data transfers between agencies.

Requires the Secretary of State to identify state agencies collecting voter registration-relevant information by January 1, 2019, and establish procedures for automatic voter registration through those agencies with postage-prepaid mailers as an option.

Mandates annual public reports to the legislature detailing records received from agencies, voters added to registration rolls, ineligible persons, voter information updates, and implementation of security audits and privacy protocols.
