Allow persons to register to vote during the 28 days immediately preceding an election if they have been a resident of the county and precinct for at least 29 days prior to the election.

Permit persons to register to vote on election day at their polling place by completing a registration form and providing proof of residence.

Require that persons registering under this section vote only by provisional ballot on election day or during the 28 days before the election, but may vote normally for any election held at least 29 days after their registration date.

Limit same-day and late registration to federal offices (including presidential electors), statewide and countywide offices, and legislative races; exclude partisan primary elections.

Require the secretary of state and county election officers to promptly implement this new voter registration article.
