Allows school districts to provide instruction on AIDS and HIV to students in kindergarten through grade twelve.

Requires any instruction to be age-appropriate, medically accurate, promote abstinence, discourage drug abuse, and dispel myths about HIV transmission.

Repeals the previous prohibition on instruction that promotes homosexuality, portrays it as a positive lifestyle, or discusses safe methods of homosexual sex.

Allows the Department of Health Services or Department of Education to review instructional materials for medical accuracy upon request.

Permits parents to request that their child be excused from AIDS and HIV instruction, with school districts required to notify all parents of this opt-out right.
