Amends Arizona Revised Statutes Section 15-189.01 to add a new prohibition on charter school locations based on proximity to high-performing district schools.

Prohibits establishment of new charter schools within a three-mile radius of any school operated by a school district that has received an A or B letter grade under Arizona's school rating system.

Maintains existing provisions requiring charter schools to comply with same zoning rules as district schools, building codes, and expedited permitting processes (30 days for administrative review, 90 days for public hearings).

Clarifies that voluntary municipal or county compliance with zoning regulations does not automatically apply those regulations to charter schools.

Preserves the prohibition on charter schools in age-restricted communities in unorganized territory and allows charter schools to use third-party representatives for applications to municipalities or counties.
