Amends Arizona Revised Statutes section 15-183 to require that all persons employed as teachers or administrators at charter schools obtain the same certification and fingerprinting requirements as teachers and administrators employed by school districts.

Allows volunteers and guest speakers to work in charter school classrooms without certification if accompanied by a certificated teacher or administrator.

Provides a three-year transition period for teachers and administrators already employed at charter schools on the effective date of the act to obtain required certification from the Department of Education.

Maintains existing charter school exemptions from most state statutes while ensuring compliance with federal, state, and local rules regarding health, safety, civil rights, and insurance.

Preserves charter school operational flexibility including governance structure, curriculum design, instructional calendar alternatives, and financial independence while strengthening accountability through sponsor oversight and performance frameworks.
