Amends procurement requirements for charter schools by requiring written quotes for any solicitation exceeding $50,000 for materials, services, or construction provided to charter schools.

Modifies section 15-189.02 to clarify that charter school procurement is exempt from public bidding requirements only if the aggregate dollar amount does not exceed limits authorized by title 41, chapter 23, except as provided in section 15-213.

Removes previous language allowing the state board for charter schools to authorize exemptions from public bidding requirements that exceed the maximum exemption prescribed in state procurement law.

Applies procurement oversight and systematic purchasing practice reviews to nonexempt charter schools, consistent with requirements for school districts and school purchasing cooperatives.
