Requires all paid circulators for statewide initiative and referendum petitions to register with the secretary of state before collecting signatures, including providing full name, address, and consent to jurisdiction in Arizona courts.

Prohibits registration as a paid circulator for anyone with a civil or criminal penalty for election violations within the last five years or anyone with an unrestored felony conviction.

Makes petition proponents liable for civil penalties up to $1,000 per violation for any fraud or forgery committed by their paid circulators, and requires monthly updates to paid circulator lists.

Requires petition signature sheets to include the paid circulator's registration number and mandates removal of all signatures collected by unregistered or improperly registered circulators.

Adds a notice statement to ballot measure advertisements and publicity pamphlets regarding Proposition 105 (1998), with exceptions for radio and television broadcasts.
