Allows early voters to carry their ballot envelope to their correct polling place on election day, where they must present identification, open the envelope, and vote using the method used at that polling place.

Clarifies that early ballots must be postmarked by a specified number of days before the election if mailed, or delivered to the county recorder/elections officer no later than 7:00 p.m. on election day, and cannot be deposited at any polling place other than the voter's correct polling place.
