Amends Arizona Revised Statutes section 13-3102 to clarify that persons with valid concealed carry permits may possess firearms in public establishments and public events, subject to specified exceptions.

Exempts permit holders from the requirement to surrender firearms at public establishments or events, except at secured facilities, licensed alcohol premises, educational institutions, hospitals, law enforcement facilities, and areas prohibited by federal law.

Defines "secured facility" as a public establishment or event with security personnel and electronic weapons screening devices at entrances, or security personnel who electronically screen entrants and require firearms to be surrendered.

Clarifies that permit holders' rights do not relieve business owners, event sponsors, or private property owners from their ability to restrict or prohibit firearms on their premises.

Changes grammatical language from "that" to "who" in reference to judicial officers to improve legislative drafting.
