Amends the definition of "legislative committees of reference" in Arizona health professions law to change from joint subcommittees to appropriate standing committees of the house and senate.

Extends the timeline for applicant groups to work with legislative committees of reference from implicit to explicit two-year periods for both health professions and non-health professions regulatory proposals.

Changes the deadline for legislative committees of reference to deliver recommendations from December 1 to the third Friday in January of the year reports are submitted.

Requires applicant groups submitting written reports on proposed regulation or scope expansion to include suggested language for proposed legislation.

Modifies the committee of reference structure in sunset review provisions (§41-2954) to establish standing committees as committees of reference rather than joint subcommittees with specific party composition requirements.
