Allows holders of conservation easements to make voluntary annual payments to county treasurers in lieu of taxes on the reduction in property value caused by the easement placement.

Payments in lieu of taxes must be distributed by county treasurers to counties, school districts, cities, and towns in the same manner as regular property tax revenues.

Applies retroactively to and after December 31, 2016.
